MOSSEL BAY NEWS - The SPCA and Mossel Bay Municipality signed a six month service agreement for the continuation of pound and other relevant services.
The municipality released a statement earlier today, 15 August, confirming the signing of the agreement.
It said there was uncertainty regarding the position of the SPCA following Circular 131 received from National Treasury, an external legal opinion, and the council resolution that delivery of a municipal pound function must be provided through a supply chain management process.
“This uncertainty has now been resolved, as the SPCA has been appointed by way of a deviation for the continuation of services for the next six months. During this period, the prescribed process will continue to ensure the pound function and other relevant services,” the statement read.
The council resolution came during the monthly open council meeting held on 31 July.
In the past, the SPCA received municipal funding by applying for it in terms of Section 67 of the Municipal Finance Management Act, which allows the municipality to make donations to non-government organisations. These types of donations have come under scrutiny following the release of Circular 131.
The Municipal Manager, Colin Puren, emphasised the importance of a healthy relationship between the municipality and the SPCA.
“I express sincere gratitude to all officials who, since the Council resolution on 31 July, have worked tirelessly to implement the deviation. Among other things, a meeting was held with the SPCA on 6 August where the matter was discussed extensively.”
Puren also said the municipality will continue to deliver a pound function and other relevant services for the benefit of the Mossel Bay community and all its residents. He concluded by praising the SPCA for the good work they do and wished them all the best in this regard.
