"The biggest challenge we face is to make the country relevant to the young people in terms of the opportunities we create for them," the minister told the Mossel Bay Home Ads News.
He said a lot of government funding was focused on creating developmental opportunities, especially for the youth.
He added that more work should go into lessening the generation gap.
"As the elders, we are no longer necessarily in touch with the young people, not in the same way our elders were in touch with us when we were young.
"You should not only take an interest in your country to materially benefit from it. There are bigger things that define the country and how young people understand or view it. We are trying to protect their future, but their future is safer when they are actively participating in it," the minister added.

Not only were young people the focus of the minister's visit. In ward 1, KwaNonqaba, 98-year-old Mamma Klaans was happy to invite Minister Gungubele into her home as she exclaimed that she would again be voting for the ANC this year. Several residents were surprised by the unexpected visit by the minister and his entourage, which included the regional chairman of the ANC, Councillor Jovan Bruinders. Wherever he went, residents keenly took to the street to meet and greet the minister, who patiently engaged with the people and listened to any concerns they raised.
