The Mossel Bay Central Improvement District (CID) regards this proposed upgrading as the ideal opportunity to become involved in the rejuvenation of the central business district (CBD), to set an example and precedent for the development of the rest of the CBD.
The Mossel Bay Municipality recently called for tenders for the upgrading of Cuff and Upper Cross streets, as well as a formal parking area to be built near Milkwood. The CID, an interested and affected party, immediately applied to become involved in the proposed developments.
Cuff Street is regarded as an important link between Marsh and Bland streets. With clever design and use of pavements, textured and coloured paving, improved street lighting and street furniture, the CID argues that such upgrading may set the tone and character for the possible revival of the whole CBD.
It is hoped that the upgrading of Cuff and Upper Cross streets would create a safe, pleasant-looking walkway for pedestrians at all hours of the day.
"It has been proven," says Mr Francois van Zyl of the CID, "that by improving these aspects, street life will blossom, giving rise to new business. Existing owners in the area will gain confidence in their properties and will renovate and extend, leading to improved tenants and rental rates. This will lead to increased property values.
"The CID will lobby the municipality to relax the applicable zoning schemes in the CBD, to enable owners to build residential units above ground level.
Although the existing zoning rules allow for this, the unavailability of adequate parking is prohibitive. However, when streets are adequately lit and safe, residents would be encouraged to park their vehicles in the streets overnight. As residents will use their vehicles for transport to and from work, the streets would be relatively empty during the day.
"More residents in the CBD would contribute to a vibrant night life and street cafes and other businesses may follow, to cater for their leisure needs."
The CID, through Mr Francois van Zyl Architect and one of the CID directors, assisted Cobus Louw Civil Engineer with the detail design of the project.
While the upgrade falls within the normal municipal budget, the CID will contribute its own funds towards the proposed street furniture, paving and lighting. The CID will also approach potential donors for trees and other items needed for the upgrade.
