The 21-year-old rider became the first South African since 1980 to clinch a Grand Prix title after winning his maiden Moto3 championship.
He finished second in the Aragon Grand Prix, which was enough to secure him the title.
Mbalula says Binder has been working towards this for years.
“This is really out of this world. Brad Binder has been coming up and now he has become the champion after so many years.
“We can only be proud as the nation, salute to him, to his family, to his friends. It’s a great weekend for South Africa, our flag is flying very high.”
Binder has described Aragon as one of his favourite tracks.
