The matter was under discussion at the ANC's Western Cape Provincial General Council at the weekend.
It would see the number of provinces cut from nine to six, and the Western Cape merged with parts of the Eastern Cape.
ANC provincial chair Marius Fransman says the council took a decision to review the borders.
"You must also review the functionality of the provinces because most of our provinces' problems really rest at a provincial level. Yes there are lots of problems at municipalities and we are suggesting that we deploy the resources at a provincial level."
However, DA Western Cape Deputy Leader Bonginkosi Madikizela says the party won't accept this.
