According to the applicable legislation, and as the site is regarded as a great asset, and to ensure that well considered decisions are made, it was proposed to council that a service provider be appointed to assist with the due process and that a full report in terms of a Section 78 investigation be submitted to council for consideration.
The due process must assess the direct and indirect costs and benefits of the project, the municipality’s capacity to provide the services of a caravan park at the site, as well as the like impact on development, job creation and employment patterns in the municipality.
