Moodley was convicted of murdering student Leigh Matthews in 2005 and is currently serving a life term at the Johannesburg Medium B Correctional Centre.
He believes he should be serving a 20-year life sentence and not 25 years.
He also believes he should be eligible for parole after 13 years and six months and not after serving his complete sentence.
Moodley wants clarity on his sentence and parole criteria and wrote to correctional services officials in March this year, but he is yet to receive a response.
