The Department of Social Development had to remove the two-and-a-half year-old boy, whose father allegedly assaulted him at the age of four months, from his foster home. His six-year-old sister was also placed in the same foster home in Pretoria. It seems as if both children were neglected. Should the department be to blame for this serious matter?
